Guarantee fund of support of subjects of small and average business of Krasnodar Krai

Development of small and average business is the priority direction of policy of Krasnodar Krai. The administration of Krasnodar Krai pays to this direction much attention, both on legislative, and at the administrative level, and also allocates considerable financial resources for support of small and medium business.

In pursuance of the resolution of the head of administration (governor) of Krasnodar Krai of March 5, 2009 No. 150 "About the approval of the long-term regional target program "State Support of Small and Average Business in Krasnodar Krai" for 2009 - 2012" and orders of the head of administration (governor) of Krasnodar Krai of July 3, 2009 No. 498-r "About creation of "Guarantee Fund of Support of Subjects of Small Business of Krasnodar Krai" non-profit organization, the administration of Krasnodar Krai founded unitary non-profit organization "Guarantee Fund of Support of Subjects of Small and Average Business of Krasnodar Krai" (further - Guarantee fund).

Primary activity of Guarantee fund is providing guarantees to subjects of small and average business of Krasnodar Krai on the credits and bank guarantees.

At the end of 2014 at Guarantee fund of Krasnodar Krai as structural division the Center of support of business is created.

Primary activity of the Center of support of business is rendering on a grant basis the full information and consulting assistance to subjects of small and average business of Krasnodar Krai in the following directions:

• consulting services concerning financial planning (consultation on budgeting, optimization, the taxation, to attraction of investments and loans and so forth);
• consulting services concerning marketing planning (consultation on development of marketing strategy and plans, an advertizing campaign, design, on development and advance of a brand, the organization of distribution system of production);
• consulting services concerning patent and license maintenance (consultation on formation of patent and license policy, patenting, development of license contracts, determination of the price of licenses);
• consulting services concerning legal support (consultation on drawing up and examination of contracts, agreements, constituent documents, official regulations and instructions, drawing up the documents sent to court (claims, responses and other procedural documents);
• consulting services concerning information maintenance (consultation on creation and advance of the WEB SITES, automation of business processes, to electronic document flow);
• providing information on opportunities of receiving credit and other financial resources (monitoring of bank interest rates for the credits in banks of Krasnodar Krai, drawing up a rating of banks on key indicators of activity on the chosen region, informing on the main credit conditions of small and medium business, the help in preparation of documents for receiving credit and other financial resources);
• services in the organization of certification of goods, works and services (providing information on standard documentation, list of the documents necessary for carrying out procedure of certification of production and services, check of correctness of filling of the declaration on compliance);
• anti-recessionary consulting (development of business plans for competition of investments; statement and automation of management accounting; identification of the current requirements and problems of the subjects of small and average business influencing their competitiveness; development of marketing strategy and plans, advertizing campaign, design, development and advance of a brand, organization of distribution system of production).

Besides, the Center of support of business on a constant basis carries out the organization and holding the training seminars, forums and "round tables".

For increase of level of knowledge of subjects of small and average business of activity of Guarantee fund and the Center of support of business Guarantee the fund has intention to hold a number of events in the Temryuksky area in the current year.

Among actions it is planned to organize "round tables" with participation of representatives of municipal authorities, banks and businessmen for discussion of questions of creation of mutually beneficial cooperation, distribution of information materials about activity of Guarantee fund and possibility of use of its resources for business development, other actions.
