State support of small and medium business

Development of small and average entrepreneurship is the priority direction of policy of the Russian Federation.

The administration of Krasnodar Krai pays to this direction special attention at the legislative and administrative level, including in the form of allocation of considerable financial resources on support of small and medium business in the territory of the region.

For creating favorable conditions for development of small and average entrepreneurship, forming of infrastructure of support of subjects of small and average entrepreneurship, expansion of access of small and medium scale enterprises and the organizations of infrastructure of support of small and average entrepreneurship to financial resources by means of provision of loans and guarantees on bank loans to subjects of small and average entrepreneurship the unitary non-profit microfinancial organization "Fund of Microfinancing of Subjects of Small and Average Entrepreneurship of Krasnodar Krai" and unitary non-profit organization "Guarantee Fund of Support of Small Business Entities of Krasnodar Krai" work.

Today in the territory of the region unique conditions of the state support of small and average entrepreneurship for receipt of financial aid in the amount up to 3 000 000 rubles on favorable terms from 6,25% to 10% per annum for a period of up to 36 months are created.

The guarantee fund of Krasnodar Krai provides guarantees to subjects of small and average entrepreneurship of Krasnodar Krai on bank loans and bank guarantees in case of insufficiency of own mortgage providing. The money provided from regional and federal budgets is providing according to the guarantees issued by the Guarantee fund.

In case of the Guarantee fund of Krasnodar Krai as structural division the Center of support of entrepreneurship is created. A core activity of the Center of support of entrepreneurship is rendering on a grant basis the full information and consulting assistance to subjects of small and average entrepreneurship of Krasnodar Krai in the following directions:

• consulting services concerning financial planning (consultation on budgeting, optimization, the taxation, to investment attraction and loans and so forth);
• consulting services concerning marketing planning (consultation on development of marketing strategy and plans, an advertizing campaign, design, on development and promotion of a brand, the organization of distribution system of products);
• consulting services concerning patent and licensed maintenance (consultation on forming of patent and licensed policy, patenting, development of license agreements, determination of the price of licenses);
• consulting services concerning legal support (consultation on creation and examination of agreements, agreements, constituent documents, official regulations and instructions, creation of the documents taken to court (claims, responses and other procedural documents);
• consulting services concerning information maintenance (consultation on creation and promotion of the Websites, automation of business processes, to electronic document flow);
• provision of information on opportunities of receipt of credit and other financial resources (monitoring of bank interest rates on the credits in banks of Krasnodar Krai, creation of bank rating on key indicators of activities on the chosen region, informing on the main terms for crediting small and medium business, the help in preparation of documents for receipt of credit and other financial resources);
• services in the organization of certification of goods, works and services (provision of information on the regulating documentation, list of the documents necessary for carrying out procedure of certification of products and services, check of correctness of filling of the declaration of conformity);
• anti-recessionary consulting (development of business plans for competition of investments; statement and automation of managerial accounting; identification of current demands and problems of the subjects of small and average entrepreneurship influencing their competitiveness; development of marketing strategy and plans, advertizing campaign, design, development and promotion of a brand, organization of distribution system of products).
